Project LocatiExisting Culverton:
The project is located on East Bay Drive between the entrance of Priest Point Park and just north of Ames Road.  The Ellis Creek culvert is located within Priest Point Park and travels under East Bay Drive.  The creek currently flows through a concrete culvert under East Bay Drive with the downstream end exiting into Ellis Cove, which is part of Budd Inlet within Priest Point Park.  View the vicinity map and an aerial photo of the project area.

Project Description:
The existing culvert is a major barrier for adult salmon migration.  The new culvert will be 280 feet long and 8 feet in diameter.  It will be specially designed with notches inside the culvert, to provide pools for fish to swim upstream, much like a fish ladder.  See the design of the new culvert. For more information see the project newsletter.

The new pipe will be installed using trenchless technology.  Trenchless technology allows the culvert to be installed underground approximately 55 feet without disturbing the earth above it, including East Bay Drive.

Project Funding:
The City received a grant from the Salmon Recovery Funding Board in the amount of $598,000.  The Storm & Surface Water Utility will provide approximately $600,000 in matching funds.

Road Closure and Trail Detour:

  • Ames Road will be closed July 21, 2008 through August 29, 2008.
  • There will be a detour on a short section of the Ellis Cove Trail in Priest Point Park for two to three weeks in August and September, 2008.

Project Schedule:

  • Construction begins July 21, 2008 and will end the end of September, 2008.
