Proposed Comprehensive Plan Amendments

BACKGROUND
The City of Olympia adopted its Comprehensive Plan in 1994 and updates or amends the Plan once each year.  This year, the City will be considering seven amendments that were initiated by citizens, City Council, and Olympia staff.  An analysis of each amendment is provided below in the Draft Supplemental Environmental Impact Statement.

PUBLIC HEARING ON THE PROPOSED AMENDMENTS
The Olympia City Council will hold public hearings on September 16, 2008 and September 23, 2008 for the Comprehensive Plan Amendments.  Comments on amendments may be made at the hearings or sent in writing.  Written comments may be addressed to Jan Weydemeyer, Senior Planner, PO Box 1967, Olympia, WA 98507-1967.  Link for more information regarding the Urban Waterfront Rezone, visit http://www.olympiawa.gov/newsfaqs/IsthmusRezone.htm.

OLYMPIA PLANNING COMMISSION and CITY COUNCIL REVIEW

September 16

City Council Public Hearing on the Isthmus/Downtown Waterfront Rezone.  The public hearing will be at The Washington Center for the Performing Arts.  Doors open at 5:00 p.m.  Council meeting convenes at 6:00 p.m.  Public Hearing to begin at
6:30 p.m.  Information.

September 23      




City Council Public Hearings on the six (6) amendments: Friendly Village, Chambers Basin Rezone, Transportation Chapter, Fairview Street Rezone, 4th Avenue Rezone, and Mud Bay Road Rezone.  The Public Hearings will be at Olympia City Hall during the City Council's regular business meeting.  The Council meeting begins at 7:00 p.m.  The public hearings will begin no later than 8:00 p.m.

Summary Information

Friendly Village Park Rezone
Amend Comprehensive Plan land use designation and rezone the Friendly Village Manufactured Home Park property from multi-family residential (RM-24) to a General Commercial (GC) Land Use and Zoning designation. Amend Volume Two, Chapter 1, Commercial Goals and Policies section of the Comprehensive Plan text to clarify that the Friendly Village property is located in an existing commercial area and the proposal would not constitute expansion of commercial areas in the City.  Text amendment supporting developers' obligation to pay mitigation fee to tree account for impacts to air quality.

Chambers Basin Rezone
Amend Comprehensive Plan Future Land Use Map to designate 275 acres now in a variety of zones as "Residential 4 Units Per Acre," amend Transportation 2025 map to remove future 40th Avenue link to Lacey,  and adopt version of R-4 Single-family Residential zone and specific Engineering Development and Design Standards for this area.

Transportation Chapter - Update Map 6-3
Ensign Road Extension: Update, Transportation 2025 Map 6-3 to extend Ensign Road from Pacific Avenue and Martin Way as a future Major Collector (commercial) to address future transportation circulation needs on the Martin Way, Pacific Avenue, and Lilly Road corridor.

Fairview Street Rezone
Rezone approximately 4.3 acres from single-family residential (R-4-8) to Multi-family residential (RM-18).

4th Avenue Rezone
U-Haul has an existing mini-storage and moving truck rental facility located at 2516 4th E. Avenue and would like to expand the nonconforming mini-storage use on their 1.7 acre site. Their site is currently zoned High Density Corridor-3 (HDC-3) and mini-storage uses are prohibited in all HDC zones. They have submitted a Comprehensive Plan amendment request to change their zoning to Light Industrial (LI), a use category that allows mini-storage as a permitted use.

Mud Bay Road Rezone

Patricia Grover has requested that her property at the corner of Mud Bay Road and Kaiser Road and the property to the east and two to the north be rezoned from Residential Low Impact (RLI) to a combination of Neighborhood Retail (NR) and Professional Office/Residential Multi-family (PO/RM)
.

Urban Waterfront Rezone/Isthmus

Rezone nine parcels totaling approximately five acres on the isthmus between Budd Inlet and Capitol Lake from Urban Waterfront (UW) to Urban Waterfront-Housing (UW-H). Modify the maximum allowable building height from 35 feet to between 65 and 90 feet. Amend Volume Two, Chapter 1, West Bay Waterfront section of the Comprehensive Plan text to indicate that the area between 4th and 5th Avenues west of Sylvester Street should be encouraged to develop in mid-rise (rather than low-rise) projects. Amend the Shoreline Master Program for the Thurston Region to specify maximum allowable heights within newly rezoned sections of the UW-H district.
