Downtown Commuter - General Rules

Program participants must work in the Downtown core. The core is defined as the area between

Market Street
to the north,
Eastside Street
to the east, Maple Park Avenue to the south, and the 4th and
5th Avenue
bridges to the west.

Alternate commute modes for this program are defined as walking, bicycling, vanpooling, carpooling and using public transit (bus). A carpool must include at least two people in the vehicle.

Participants can only be registered in one incentive program at a time. Program incentives include:

  •  A free monthly bus pass

  • A one time only $25 gift certificate for walking or bicycling; and
  • Up to $50 vanpool subsidy for the first three months of ridership.

To qualify for a free bus pass, participants must agree to ride the bus to work Downtown at least 3 days a week and keep a monthly commute calendar documenting their daily commute modes.

Bicycle and walking commuters must keep track of their work trips on the online or paper commute calendar. In order to qualify for the one time only $25 gift certificate at the end of their first month in the program, they will have to use these modes for at least 60% of their commutes that month.

New vanpool riders will receive up to $50 a month for the first three months of riding in a vanpool. They have to be new vanpool riders and not have been in a vanpool for the previous 12 months prior to signing up in the program.

All participants signed up in the different commute incentive programs offered by the Downtown Commuter Program are eligible for the random monthly drawings and other drawings and rewards being given out by the program. They must log their commutes on their commute calendar and do at least 60% of their commutes to be eligible.

Participants will be able to win up to three monthly drawings. After they have won three monthly drawings, they will not qualify for future monthly drawings. However, they will be entered into and qualify for any other random drawings that are offered by the Downtown Commuter Program.

Monthly random drawings will be conducted by the end of the second week following the end of the month. Calendars must be filled out and submitted by the 5th of the month to qualify for the drawings. The online calendar is submitted online. The paper calendars must be turned in to the Parking Services office or mailed to the program coordinator.

All programs and incentives can be changed, enhanced or canceled during the life of the program by the program coordinator if it is deemed to be in the best interests of the program.

The Downtown Commuter Program is funded through a grant from Washington State Department of Transportation and will end June 30, 2009, unless additional funding is secured.
