Isthmus Park Feasibility Study

The City Council adopted Ordinance #6585 on October 20, 2008. This Ordinance requires completion of the Isthmus feasibility study within 5 months of adoption. The City selected the multi-disciplinary consulting firm of EDAW to prepare a feasibility study in response to an RFP.

This feasibility study was conducted evaluating both the immediate and the long-term community, ecological, and economic costs and benefits associated with the potential Isthmus Park. Specific tasks of the study included the following:

  • Interview a range of stakeholders.
  • Research past plans and policies to summarize the policy framework.
  • Complete a Phase 1 Environmental Site Assessment on properties within the study area.
  • Complete an appraisal of properties in the study area by a Master Appraisal Institute (MAI) certified appraiser.
  • Estimate the cost of initial parkland development, assuming a similar level of improvement as is currently found in Heritage Park.
  • Estimate the long-term maintenance and servicing costs for a potential park.
  • Estimate the costs and revenue to the City from a park versus a development alternative, and compare the costs of servicing each.
  • Research and develop a list of potential funding sources and potential partners.

The report is organized into six chapters, with supporting information included in the appendices.

In 2008, the City considered an amendment to the Comprehensive Plan to increase the allowable building heights in the isthmus area. The 2008 amendment application and the Supplemental Environmental Impact Statement (SEIS) explain the details of the rezone request.
