You are invited to attend the Transportation Impact Fee Workshop.
Background:
Transportation Impact Fees were updated as part of the 2008 Budget and CFP development. There were five items identified, either by Council or staff that required follow-up as part of the 2009 work program. At the March 2009 Finance Committee meeting, the Committee asked staff to brainstorm ideas with stakeholders. Staff met with a focus group on April 9 & 27th, 2009, to exchange information, ideas and options for Transportation Impact Fees. Workshop Goal:
The purpose of this workshop is to receive feedback on possible options for the Finance Committee and the City Council to consider, resulting in possible reductions to the proposed Transportation Impact Fee rate increase scheduled for August 1, 2009.
Current Proposals:
- Adjusting the Transportation Impact Fee rate schedule based on recent updated project cost estimates.
- Providing for the option to defer payment of impact fees prior to final building inspection.
- Modifying the Transportation Impact Fee rateschedule to create a single Downtown shopping center fee for the land uses of retail stores; restaurants; convenience markets; supermarkets; video rentals; banks; health clubs; daycares; and libraries.
- Looking at longer planning horizons. Currentplanning is for a six-year list of projects (2014). Identify transportation system needs to address future development for planning horizons of 2020 and 2030.
What are Transportation Impact Fees?
Transportation Impact Fees are a financing tool approved by the Washington State Legislature as part of the Growth Management Act of 1990. Impact fees are charged to developers of new construction to pay for part of the cost to build roads and other traffic improvements that are needed because of new growth in our community. Olympia has charged Transportation Impact Fees since 1995.
What is the Current Impact Fee Rate?
The current Transportation Impact Fee Rate is $2,364 per trip. On August 1, 2009, Impact Fees are scheduled to increase to $3,384 per trip. This increase reflects the maximum collection rate that could be attributable to new growth within the City and the surrounding Urban Growth area.

- Black Lake Boulevard & Cooper Point Road - eastbound right-turn lane.
- Sleater-Kinney Road & Martin Way - westboundleft-turn lane.
- East Bay Drive & Olympia Avenue - traffic signal.
- Harrison Avenue/Mud Bay, Phase 4 - widening fromKaiser Road to Evergreen Parkway.
Projects Needed by 2030:
- Division Street & Harrison Avenue - northboundleft-turn lane.
- Lilly Road & Martin Way - eastbound right-turn lane.
- 22nd Avenue & Cain Road - east and westboundleft-turn lane & northbound right-turn lane on Cain Road.
- Cooper Point Road & Harrison Avenue - eastboundleft-turn lane.
- Deschutes Parkway & Lakeridge Drive - trafficsignal.

- Harrison Avenue/Mud Bay Phase II: Widen to 4/5lanes from Yauger Way to Kaiser Road.
- Harrison Avenue Phase III: Widen to 4 lanesfrom Kaiser Road to the College Station residential development.
- Fones Road Phase I: Widen to 3/5 lanes from PacificAvenue to 18th Avenue and install roundabout.
- 18th Avenue/Fones Road, Phase II: Widen to 3lanes and install roundabout.
- Henderson Boulevard and Eskridge Boulevard Intersection Improvements: Install roundabout.
- Wiggins Road and 37th Avenue IntersectionImprovements: Install roundabout.
- Cain Road and North Street intersectionimprovements: Install traffic signal, left-turn lane channelization.
Boulevard Road Roundabouts at:
- Log Cabin Road
- 22nd Avenue
- Morse-Merryman Road
- Log Cabin Road Extension: Extend Log Cabin Roadbetween Boulevard Road and Hoffman Road extended south (funds to upgrade the street to construct a median.)
- Yelm Highway: Widen to 4/5 lanes from HendersonBoulevard to 900 feet east of Henderson Boulevard. Install frontage improvements.
